The main reason is that cement concrete is more than double the price, so it took a while to convince the government that it will also last twice as long and can be cost-effective on the long run. As well, a lot of politics is involved and pressure from the big asphalt companies in the region. The government finally past a law a few years ago that stated that all main expressways on the island are to be built with CC only. I know that made St-Laurence Cement real happy.
