Can anyone advise which is the more enjoyable location for a family Summer vacation in August - Spain/Portugal or Rome/Florence, Italy?

Also, is anyone aware of mileage promotions, e.g., AmEx or American Airlines? I understand it may be impossible to get paid-for tickets at this point!

Among my considerations is the weather, exchange rate, price tag, and things to see/do.
