48 states, Hawaii, Australia are for the most part AVIS CENDANT owned. With the exception of I believe 250 agency and franchise locations scattered across the US. The Franchise or "licensee" locations pretty much write their own ticket when it comes to specific things.

There is something independent about the ANC franchise, even if it's not airline mileage accrual. I forget what it is (maybe complimentary upgrades to Select members?) but the reps there, and Avis 800 number reps, make no bones that the franchise is independent of the main Avis in the lower 48 and has different rules.
