The PE fares are normally based on full economy (Y) fares, not on deep-discount economy fares.

For example, r/t fares for LHR-LAX in August are:

Full Economy: 1205.00 USD (Fare YJWGB)
Premium Economy: 1294.00 USD (Fare KLXAP)
