The CX lounges at LHR (T3) are considerably nicer than the Terraces and sized to hold triple the number of pax that CX has flights for at LHR (maybe they have big plans for the future?). As a consequence it is not crowded, internet access is free and more importantly 5x faster than the pathetic speed in the BA lounges. Catering is mostly identical to BA (probably the same source); drinks are somewhat worse than BA and maybe the worst of any CX lounge in the world. Overall a great improvement on what BA has done despite having very poor space at T3 (and the showers are better than the Terraces). CX does have several good lounges around the world, not just in HKG, but BA to its credit has the best lounge network with the 30 or so Terraces lounges.

The Terraces are a great concept and good physical plant; they suffer from inconsistent service and catering -- those are local responsibilities, not corporate, and often low priority for that line of management. Considering the investment and branding, this seems like a foolish way to do business and greatly dilutes the competitive advantage of the Terraces. It should be a reason to fly BA; instead it is a sometimes welcome and sometimes unexpected frill. An interesting example of being penny wise and pound foolish, and how the best of intentions (local control, after all "they know their market") can greatly diminish a product. My impression is that BA could have done far better with the Terraces, at negligible additional cost.
