I'd be inclined to "hang blame" on privatization. Since the ferries were pseudo-privatized a year or so ago, maintenance has clearly declined. There is rust everywhere, the interiors are often grubby, and if you regularly listen to the traffic reports, there have been frequent mechanical breakdowns on may ferries.

I wonder if they've had any health inspectors on board lately.
