No need, now, to have the plan set up before you go unless you want to pay the 5.99 for the lesser rate. Otherwise if you ahve a GSM "world phone" the 1.29 (no extra fee plan) is automatically enabled.

You might have to manually change the band settings on your phone. I do on mine, but am not sure if all require that it be done by the user.
Cingular told me that they do NOT automatically enable international roaming, and won't enable it until you have been a customer long enough that they have some sense of "credit history" with you... so I would advise anyone planning to use their home carrier internationally to check with their carrier before leaving so they are not unpleasantly surprised when they get to a foreign country and their phone doesn't work!
