Is CX excessive in leaving the seatbelt sign on?

Just arrived to Hong Kong from johannesburg this morning and onwards to Tokyo on CX748....

Halfway into the flight, i rang for a snack - the noodle soup. The attendant came by to inform me that the Fasten seatbelt light was on and she could not serve the hot soup, but will do it once the light goes off..

Well, the light never did go off until 2.5 hours later, and we weren't even in turbulence.. I was quite peeved, and complained to one of the flight attendant, who apolgized... 15 minutes later the fasten seatbelt sign was off... To be put on again after my soup was served and it stayed on until breakfast...

I thought that CX was particularly excessive....when it comes to leaving the light on...

Editted to add: Did CX downgrade the Noodle soup? Mine tasted like it came from instant soup..
