Is this correct? Fare almost quadruple in US?

Here is my scenario. My mom booked a flight using miles IAD-MUC(UA)/MUC-NAP (Air Dolomiti/Lufthansa partner) and a return a week later.
I decided to join her using my RTW International Economy cert. It would get me only as far as MUC, as *A partners were not part of the promo.
OK...so I decided to price out the MUC-NAP/NAP-MUC routing, thinking I would just use the cert. from IAD-MUC, then pay for the Napoli routing.
The price I was quoted on AirDolomiti.com was 227 (Euros), but it's site wouldn't accept my UA mileage plus number, so I tried booking at Lufthansa.com. The LH site produced the same fare, 227 Euro. When I signed on to the site using a US address, the price for the same pairing priced out at $772. US!!! What the hell? The euro/dollar conversion is only $1.20 to 1 Euro. So, I called the LH res. desk and they stated that those airfares could not be secured for anyone outside of the US. Are European airfares that restrictive that they wouldn't sell to anyone who isn't European (without a HUGE price jump)?
To say the least, I am confused, as I have never heard of this. Can anyone assist or suggest my next move. Much thanks in advance.
