Picture this. He is ordered into his mission. For some reason he decides he really does not want to die. If he refuses then and there they would probably kill him. If he gets on the plane and gets caught, he gets life and three square meals a day.
Well, the prevailing theories suggest he wasn't actually ordered to do anything--he instead contacted al'Q and volunteered. They'd never go out and recruit someone like him due to the security hazards an unbalanced guy like Reid would bring to their organization.
It could have been he was just a total idiot (that would be my guess), or even that he chickened out in the end.
