The question should not be whether someone else will want the extra benefits (I am certain that everyone would) but whether it would benefit Delta to give it to them.
If Delta is flying out of a highly competitive market, and charging more than the competition, then it has to give an extra incentive.
In foreign countries, the problem is intensified. It has been my experience that people tend to fly the airline of their own country. I see more Israelis on El Al flights, more Americans on Continental, more Italians on AZ and more French on AF.
This is the reason that AF offers people outside of France its Rouge status for less base miles. I believe that Lufthansa does the same thing (I know that it used to).
