The CBSA agent who I spoke with at YYZ in November 2004 when I filed my application told me that CANPASS and NEXUS were supposed to be rolled into one program when the NEXUS trial at YVR finishes in 2006.

He also said that the security check required for CANPASS applicants already includes searches in databases in both Canada and the USA (police, customs and immigration).

When I had my CANPASS card issued at YUL in December 2004, a different CBSA agent told me that both programs were to be joined at some point and that for this reason no expiry date appeared on my CANPASS card; he also said it would be likely that the $50.00 annual fee would cover the time from initial issue until the new joint program is rolled out sometime in 2006, at which time a new registration fee would be due.

Of course, this may or may not be the true official version, so take it FWIW. That being said, 2 different agents with a common and reasonable story, who knows it could be true @:-) ; if so, I'm all for it ! ^
