On jetBlue, all rows recline. The only time Rows 10 and 11 dont recline is during take off and landing.
The same is true on US Airways Airbus fleet. The F/A locks and unlocks the seats when passing through 10,000 ft.
Of course if you are sitting on the aisle and know they are there, you can do it the second you are off the ground!
