Well this is what AA is doing. They are allowing people who for one reason or another couldn't use their miles to get back miles they lost (no questions asked, no doctors certificates), and the cost based on 25,000 miles is just about 1 cent a mile (actually 1.12 cents), just as you suggested.

So instead of complaining, why don't you say it's a "win" for both sides ?
