Correct me if I am wrong, but is it not perfectly legal to run a red light during the hours of darkness? I believe the only requirement is to slow down and yield to conflicting traffic if necessary. (It would make more sense to introduce the system used in some European countries, where traffic lights at certain intersections are set to flash orange at night and sometimes during weekend).
