I find Ba As to be a very safe city. We travelled throughout the city (Palermo, San Telmo, Recoleto, Belgrande and Downtown) and never felt unsafe or uncomfortable.
Loved the Palermo area. Charcas Blvd and Colonel Diaz area is excellent and very safe.
