premier and base are now-obsolete terms referring to people who earned 2 points per $ spent (premier), vs 1 point per $ (base). the old DC points program was not automatically 2 points per $-- it became so only if you spent $5k or more on the card per year. Granted, that had to be pretty much everyone, but they maintained the distinction for years nonetheless.
