RE the Visa $25 cert.; I am all but positive that they waived the $5 fee on request, but I may be mistaken.

RE Customer service $25 certs, I got a stack of these for doing translating at an airport, can I combine them at customer service at an airport (e.g., ORD) or do I have to send them in?
