I was upgraded once for CDG-IAH on a T fare ticket due to flight overbooking (I was Delta Gold Elite at that time).

Regular upgrade policy is for Y, B and K fares when using mileage.

There is a thread that shows Upgrading Criteria somewhere, you might want to search for that.
