If it wasn't clear in the "bait" that it was a voucher, then they don't have to volunteer, or they can argue that there was a misunderstanding. Clearly if others were impacted this way, there would be more people to back that up.

With that said, this happened in TLV, so I'm not sure what the Israeli denied boarding rights are (if any). So you may want to appeal using a technique that the customer was tricked or treated unfairly rather than using an entitlement approach that may backfire.
