Thumbs down Only $500 voucher when you are Forced Off the plane

My daughter flew CO 091 (777 plane) TLV=>EWR on Sat night, and here is the story:
Immediately after leaving gate they returned to gate. It turned out that in a back door an emergency sea floatation (I think, possibly combined with those sleeves for emergency slide-out) deployed. Apparently no simple way to put this back. It was announced that because they lack 1 of these 4 emergency things, then 65 people have to get off the plane (was a full flight) and CO is offering $500.
Then it turned out that it is only $500 voucher... and they only had 50 volunteers (most from before people realized it was not cash). I dont know the details, but they almost forced people (in back of plane) to get off. It was clear that CO made at least 15 people very unhappy customers
A hell of a way to attract people to fly CO again, instead of offering an incentive to get off the plane willingly.
