I don't see the problem here. I rarely check bags, but usually when I do it's a pair of them (golf bag and 26" pullman) right up against/just over the 50# limit for a weeklong trip. I always tip $10 for the pair, hand the tip right up front to the skycap. I've never had my bags weighed. It's just a cost of doing business.

And if they're on a $1500 F ticket, why are the celebrities only tipping $2?
