It's less expensive per minute but you have to take into account the up-front cost of a SIM for each country that you visit. If you'll be making less than 30 or 40 minutes of calls from a given country it may be cheaper to roam. I've looked into the cost of prepaid SIMs and haven't been able to make the numbers work in my favor to buy a SIM. I'm a low-volume user normally and rarely make calls overseas.
