Perhaps so. Sadly intonation is lost in the written medium.
More correctly, therefore, to convey the sense in text it would be better to write:
"BOY, you are making a fool of yourself!"
The use of "are you" conventionally introduces a question.
Anyway, we are all getting hopelessly off-topic, which I know is very much a BA forum thing, but I know the rules are stricter here!
The answer is, "yes".
