I will seldomly encounter this since most of my AC bookings are done online and not through TAs. But going back to the OP, I do find it strange that AC will start refusing to change seat assignments for tickets that are booked through TA. I mean...AC themselves already has all the booking details of all those done through TA in their databases and they won't even be willing to do a simple change in seat assignments?
