Do more people in UK pay for F and J than in the US?

Going through LHR earlier this week, it amazed me just how well business class pax are treated in lounges, and by staff, regardless of airline, and regardles of the possition of the staff (airline, BAA, etc). It ocurred to me that maybe more people there pay for their premium seats, and they therefore feel the need to truly offer a premium experience, vs. over in the States, where there are a lot of upgrades, etc, and people are at most shelling out $500 for the copay. Is J and F really that much more exclusive over there, or do they just attach higher importance to premium class pax in general? Incidently, that is the one airport where bags with orange tags really do come out first!!!!!!!!!!!!!
