My vote goes to either the J.W. Marriott which IMHO has some great view of the Whitehouse and Penn Ave.

OR

The Washington Marriott which is located just off George Washington University and has a great Steakhouse litterally attached to the hotel(Blackies). They used to run a promo where if you ate at Blackies you would recive bonus MR points.
