in theory, the air train makes the transfer easy - the issue is the timing. Flights to/from DCA are annoyingly and habitually late - sometimes very late.

My published connect time is actually over 2 hours, but on many occasions, thanks to the nitwit FAA's traffic flow program run off its Commodore PET computer, I arrived with 10-20 minutes to connect, including one doozy where the electric cart and a big tip was the one thing saving me from a night at the hotel. That is the norm on most afterooons, not the exception.

The bus skips the security line, which could be a make or break timing deal for those tight connections...I think the bus will pay for itself by saving CO from all those free hotel nights and meals they will be paying for.
