Right on ! The paper of *any* :-: carrier can be used to ticket a RTW, however the carrier of the paper being used must have at least one segment in the itinerary.

That's only for tickets with travel originating in USA/Canada/Mexico. For travel originating elsewhere in the world and only for Star 1/2/3 fares (not Starlite), you can change the sectors up to and including first intercontinental/international segment once ticketed, but before travel has commenced. Once travel commenced, it's a blanket rule worldwide that no changes to the rest of the segments up to and including 1st international one can be changed.

If the booking was made in the LH system (as opposed to an Agent CRS) then LH can change it for you, but probably easier to do it direct with SQ, as you can then also do seating, meal preferences etc at the same time. In other words, it shouldn't matter which of the two changes it - but LH won't be able to if they didn't book it in their system and they are only showing an information segment sent from the Agent CRS to their system.
