a couple of ideas/thoughts.

A) normally, once can get a card re-instated within a given period after cancellation (30 days comes to mind).
B) If I were you, I would NEVER cancel the card outright...Citibank could probably care less, and you lose continuity and all the effort it took to build your credit line over the years. INSTEAD, I would recommend you CHANGE THE AFFINITY of the card to another Citibank affinity program, OR find the least expensive annual fee card Citibank offers...and "move your affinity" to this card as a "holding pattern" until you see an affinity that better fits your needs.

FWIW, I have no relationship w/ Citibank other than was an active Citibank/Aadvantage cardholder, for years, until AA's implementation of milesaver spring, 2004, killed my interest in the Aadvantage program. Now - I still hold my citibank/aadvantage card but do not actively use it much less accrue aadvantage miles. I haven't yet moved my affinity relationship yet, but its just a matter of time, but I will not cancel the card outright due to the issues discussed above. Too much effort to get to this level of cl, and no desire to cancel the card only to then have to apply/get another issued (which nails my FICO score).

FWIW - I was never enamored w/ this Premiere Pass Elite level hybrid use of two types of miles...too complicated to understand, too much risk Citibank could change the hybrid ratios, and too much hassle to strategize points/miles accumulation, and then too tricky to make use of. IMO - given time - Citibank laid a raw egg here.
