Well, I'm not entirely sure, but it might have something to do with the fact that a reservation doesn't actually guarantee a car either.

(Remember Seinfeld??)

Also, some companies at least will give better rates for pre-pays (Hertz comes to mind) which presumably have cancellation penalties and also hopefully actually do guarantee a car.
