Standard "two-region" award (REGION1 -> REGION2 -> REGION1):
allows destination stop in Region 2, plus one free stopover
Three-region award (REGION1 -> REGION2 -> REGION3 -> REGION1):
allows destination stops in both Region 2 AND Region 3, plus one free stopover
