seatmates who rip paper

After 35 years of flying I'm about to lose it if I sit next to one more business executive whose entire flight is spend reading each piece of paper, and then methodically ripping it up into 10 small pieces, to be placed in the seat back pocket, and then starting over, for hours and hours. I always viewed myself as a reasonably tolerant traveler, but this is a form of reptitive torture that has to be banned by the Geneva Convention. I'd love to hear what a psychiatrist says about this person's needs...

Are others also bothered by this? It must be reasonably common, as I encounter it a few times per year at least. What's the solution?
