A voice from Germany: To me it's normal to take the front seat in a taxi. Sitting in the back seat alone seems and feels a bit "snob".
Same when two people are using the taxi together. The front seat is considered the best seat.

Usually the person in the front seat pays the bill.

But it's up to the customer. Choose the seat you feel most comfortable in.
