I contacted Avis and asked them if I should be expected to be charged when I used the phone. After checking with a manager or two, the CSR told me that I would not be charged and she put a memo in my rental reservation saying I should not be charged.
So after that I wa susing the phone left and right when, during a call, I got a message saying "Ten units remaining." I do not know how lonf ten units will last me so I stopped using the phone service and just used my own phone.
I used to sell Chevys.... all new vehicles are activated with basic OnStar service (not Directions) from the factory, and as part of the new car purchase, OnStar is free for a year plus 30 minutes of Personal Calling.
I'm guessing you were using those free minutes. They're prepaid, so you can't accidentally go into overusage. So next time, use OnStar to your heart's content.... most people who rent those cars probably don't even realize it's there.
