I'm not sure if the new DC language has a carve out for those countries, as well. Inasmuch as I was not travelling to those countries, I did not pay attention, but you could probably check the new T & C if they are discussed.
I will let you know if I get anywhere re resolution from DC on the issue of Italian car rentals.
