Coming from Montreal to Rouses Point

Hi there.
where exactly do they do the border check? I will be flying to Montreal and will meet friends in Rouses Point. Can I get off the train there or do I have to wait till the border control comes thru the train - or will they check the people who get off the train there first? Since I am not a US citizen I assume i will have to pay the $6 immigration fee (for people travelling under visa waver) there somewhere.
The amtrak bus to St albans would be the other choice but i see it has a more than 1 hour stop scheduled at the border... and the fare is almost twice as much as to Rouses Point.

Another question. Since i will not be in the US before, I cannot order tickets. I assume i can make reservation calling amtrak and give them my GR - number, or can I do it all at Montreal station . I guess no worry that the train will be booked out, right?
