I was just wondering how to get it as I don't see an option for it... but I am just a plain regular member on PayPal. I'll check with a friend who has a Canadian Premier account and see whether the option is still there. If it is, I'll think about upgrading to the Premier account.
I've got the card as well. It's a great way to get easy access to any money which is sent to you via paypal. Otherwise, doesn't have many features.
I don't see any mention of the Visa card available from Banner Bank - only a Visa Chequing card. So I doubt that they are tied into any rewards programs.
