the kapaa bypass road is presently being worked on. there is a new roundabout (first one on island, so be careful) that is newly installed. there are plans to extend that bypass road, and on a separate theme, "improve" the highway "some day" from lihue to koloa. there's an article about it in today's garden island newspaper.
Now if they could add real bicycle lanes then that would really be something. More bicycles mean less traffic.
