Although I have misrepresented my country of residence to companies in the past, I have always been registered as a Canadian with PayPal.

I never knew about the card until I lamented about my lack of a MasterCard in the Hyatt forum (you need a MasterCard to participate in Hyatt's Faster Free Nights promo). Someone mentioned the PayPal debit card, and sure enough, when I logged into my PayPal account, there was a small, text-only box on the left hand side reading "PayPal Debit Card" or something to that effect. I had never noticed it before. Clicked through, filled out a form and the card was in my mailbox in Halifax (where I was living at the time) two weeks later.

I was already a PayPal Premier member because I was a reasonably frequent eBay user (I believe to be a Premier member you need to have bought and sold at least one thing on eBay and used your PayPal account to consummate each transaction within the previous three months). Once you are Premier, the card option presents itself on your account screen.

YMMV - this was almost two years ago.
