No longer the case. Since earlier this year everyone can OLCI at T-24 hours.
To the OP = should the unthinkable happen and your cousin miss the connection, I strongly recommend he/she/it takes a very polite to the point of emotional approach to get rebooked. And to have the credit card handy to pay for another flight in the likely event of getting no sympathy at all. You might also consider OLCI-ing them so give a slightly better chance of making the connection if the VS flight is late.
