Outside of north america, with the exception of australia and some NZ locations, Avis is 100% "franchise."

Their rules are different from Avis corporate, aka Cendant. All those agencies pay money to Cendant (franchise fee) but have much leeway in rules.

It can be said that Avis is coming in line with the rest of the world.
