The example I gave was not meant to be all-inclusive. Moderators have board wide capabilities to suspend, but "visiting moderators" are loathe to act in "official capacity" in a forum that has active, resident moderators.
I'd suggest that ignoring a moderator's direction to "cease and desist" in an unmoderated forum is certainly another way to earn a suspension. Having an appeal ignored would be enough for me to drop the subject and move on, but that's just me...
