Most airlines use check riders to evaluate FA's - not sure what is done for ground staff. Our check riders are employees, usually supervisors, who are watching our FAA compliance as well as our service. But as you can imagine with thousands and thousands of FA's moving all around the world, it's difficult to check up on everyone or to do it often.
