If it's a posted route to the FCC that doesn't go fully landside, then logically a BP ought not to be necessary. After all, many connecting pax will not have been checked in for their onward flight, which is the purpose of the transfer desks within the FCC. If you needed a BP to get to the FCC via this route, having just arrived, many connecting pax wouldn't be able to get there at all and would have to go to their onward terminal and check-in landside at the normal check-in desks. Hence my thought that this route might work for the OP.
