Well you are wrong on all counts:

PHX is HP's home.
LAS is HP's biggest station by number of departures. Kind of like YYZ/YUL for AC
I must retract this statement as I was not up to date. LAS departures have dropped while PHX has gone up considerably.

The 1030 arrival in LAS from YVR hits a big noon-time bank for HP and that is why the HP flight was/is at that timing. It also picks up people for the next leg to YYC which connects to/from there with the last leg drawing from the whole days arrivals in LAS for carriage back to YVR.

The flights don't start until October so there is time to get the agreements for codeshare in place with HP.
