Three-digit locks can be opened by process of elimination in about 10 minutes. (1000 combinations, you'll go through 500 of them on average, one digit per second = ten minutes)
A four digit lock takes ten times as long. At this point it depends on how highly you value your time.
I had some master locks that were too easy to accidentally change the combination on. I had to discover the combination twice in one trip to get into my suitcase.
