I just bought two at AMS Schiphol. They are invariably always the cheap ones (i.e. a good quality pair of curtain/sewing scissors or heavy-duty garden sheers could cut through them, or someone who knows something about locks could easily pick them), with little American flags on them. At least, that was the selection at AMS, with the good locks not approved.

Are there decent quality ones out there?
