The answer to this is well known -- there is no FL at JFK being built, and no plans to have one within the next 5 years. Or so I have been told. It probably won't happen until Terminal 7 merges with 8 and/or QF moves in with AA so they can pay for the FL.
As of relatively recently, JFK was supposed to receive a FL (of course, this may well have changed). There are no plans for a FL at MIA, however.
