I did exchange a few PM's already. I had no idea there was a thread about this topic.

There are shuttles that can take you from ELP to Ciudad Juarez. You could take a cab, but those can be expensive. Downtown is the easiest way, depending where your final destination is.

Going to Juarez over the bridge in a car is not a problem with Mexican citizens. They might say something if they see him with tons of luggage, but otherwise they will leave you alone and you get the red light for inspection.
